The ladder has started and we are still using temporarily appointed administration. The rules discussion is CHAOS. We've had the nominees list forever and it would be nice to finally vote on some leadership here to head the discussion of rules and to start helping on the ladder (the number of challenges being made is skyrocketing).
We have a venue for voting. We have like 50 venues...this forum, IRC, NAtribes.com... Get the captains and have them vote. Let's not continue waiting.

this list should not even be posted as it has little to do with the actual list. many of those listed have no interest in adminning, and there are several others who will be in the vote who are not there.

As the interm ladder admin, I support Jim's method of determining NATL rules. I completely disagree with the notion that it should be 100% democratic, because that is asking for even more chaos. I saw Shane's document on how he thought it should go and I thought it was a bad idea. A combination of a suggested ruleset + testing + revision is more organized, demands testing and objective feedback, and lets us come up with a holistic ruleset that make sense together and is tested to work well.
How has that been chaotic so far? You say that there are too many avenues for input...the only avenue is this forum. IRC is a place people have been discussion, but the only discussion that matters happens here, since not everyone reads IRC, or can go back and read all the logs in case someone makes a discussion about it.
As for ladder admin vote, I'm sorry that it has taken me so long to get it out, and I accept responsibility for that. There have been a couple things I've been waiting on to get done that just haven't come together yet, because I don't want this kind of vote open to gaming, and at least one candidate is still up in the air as to whether or not he wants to be an admin.
And no, that is not an up-to-date list. The current list of people in the running are:

And LL-Blu-J is unsure, but likely not.
As for a time frame, it might not be for another few weeks as we wait for the voting system to get created. I want to run the vote in an instant-runoff format, and I want to make it impossible to game/cheat. This renders pretty much every online voting venue inadequate, so besneeze is incorporating it into the captain's voting system he is building for NATribes.com.

You may not agree with my method. No problem. I respect that. All I can say is that everyone could voice their opinion on an equal footing with everyone else. Splitting the community does just that. It splits us. The meeting literally would have been just like the captains meeting, except its an overhaul of the rules.

dodge, Thanks for replying.
I didn't mean too many avenues to discuss the rules, I meant we have more than enough ways to vote for admin...sorry for the confusion there. I was simply implying that it doesn't take a complex system to gather a vote from the captains (given that we only have ~22 teams on the 7v7 CTF ladder last I checked). But something else that has just come to mind is that such a system as the Captains Voting system on NATribes.com would require the captain to be logged in to vote and would be logged as such, eliminating the possibility of someone calling foul. So I may have spoken too soon on that matter.

I don't see how else it could be done. Agreed.
The chaos i'm referring to is mainly the fact that there is no discussion leader. We have places to discuss the rules, but no governing body to collect and analyze these discussions. It seems fitting to me that ladder admins would be key in determining how ladder rules are made.

I talked to besneeze today and he said that the voting system we want to do wont be possible for several weeks so I decided to just go ahead with a backup system which I hope will work. Please check emails that you supplied on NATribes.com for your ballot if you are your team's captain.
