It's just as easy to enforce S3 ban on SLD/Raider as it is the Rage ban on SEN, and I haven't seen any issues with that.
If somebody's breaking the rule, you see their perks in kill screen info. It's quite easy to spot out and correct.

Is S3 really a problem on raider? The only way I see raider grenades being a problem is knocking hof of stand to prevent body blocks, but that would still happen without S3.
I think it would be interesting to test ban QD on soldier.

EMP-XL was always broken with S3 radius, it either needs less impulse to give you some chance to deal with 0 energy as HoF or the radius needs to be severely reduced.
It wasn't a problem really when we had mines (though it made clearing them extremely simple), but now that we have to rely on blocks, and raiders can use Plasma to duel out the LD, Raider O could become an extreme problem very quickly. There's very little to do about it as a HoF.
